When clients are one by one brutally murdered, Rachel a new public defender suspects something sinister.
Her first suspect is Dave Grey, an assistant prosecutor who has openly criticized the out-of-control leniency of the Judges and the lack of justice for the victims.
As more bodies of Rachel's clients turn up, she confronts Grey. He convinces her he is not involved and agrees to help her in finding who is killing her clients, if only to prove her wrong.
Probing all possibilities, she hires a private investigator to follow one of the judges. He witnesses judges donning hooded black robes then go through a secret door. Cautiously following, he sees them call up demons to enforce the justice they had been lenient with. The investigator is never heard from again.
Though rebuffed by Dave, Rachel becomes convinced there is a supernatural element to the killings. She turns to her father, a retired professor of occult literature.
The judges discovering Rachel and Dave’s probing, send a demonic entity to carefully monitor and distract the two.
Using her father's advice, they make their way to the hidden room and sabotage the judges protections, exposing them to the dark forces. They then take refuge at her father's home to let the night's summoning play out.
The weather turns, the doors blow open, Rachel, Dave and her father are trapped. They huddle together for safety, unaware at the same time, each of the judges are killed in freak accidents.
Suddenly, the winds calm down signaling their victory. Dave returns home only to find the head of the judicial cabal, battered and bruised waiting with gun in hand.
Held at gun point at the judge’s home, Dave calls Rachel to come immediately. Panic stricken, Rachel reaches out to her father for how to fight the dark forces head on. She must put her life on the line to save Dave and herself. Her level of faith, trust and newfound love are the only weapons she has.
At the judge’s home, she is led to a room where Dave stands, having been warned not to step outside the protective circle he is in. Now both at the mercy of the judge and his lethal demon servants.
As the judge begins a summoning, Rachel, on the advice of her father quietly kneels, bowing her head. The judge laughs until he sees her actions summon another spirit, something different.
A blinding light appears above her, growing and breaking the barrier magical protecting the judge.
Unprotected, the evil spirit turns on the judge. Flames shoot up, and surround him, pulling him down through the floor. The entity of light smiles at Rachel as it dissipates upward through the ceiling.
Time passes, Rachel and Dave are married.
At a Bar Association dinner, they learn the children of the judges are close to graduating law school looking to carry on their father's legacy. The new fear is, does this mean the "Judiciary" continues? Will they be ready if it does?
